The Ohio Senate has given the green light to Amended Substitute House Bill 54, a two-year transportation budget totaling $11 billion. The legislation has received backing from State Senator Steve Wilson, who underscored its importance for maintaining Ohio's transportation infrastructure. "This budget helps Ohio improve transportation infrastructure used by millions each day," stated Senator Wilson, highlighting the bill's role in ensuring the safety of drivers and roadways across the state.
House Bill 54 introduces measures to support communities in managing road conditions, leveraging the assistance of the Ohio Department of Transportation (ODOT). By providing this support free of charge, towns and villages hit by severe weather can effectively clear snow and storm debris from their roads.
Included in Ohio's transportation plan is a $15 million allocation for emergency pavement repair. "The transportation budget addresses significant safety concerns for our citizens and business travelers," noted Senate Transportation Chairman Tom Patton, who emphasized its significance in supporting Ohio's economy.
Among its provisions, the bill shields rental car drivers from penalties associated with expired vehicle registrations and ensures that truckers have access to rest time facilities through open ramps at closed rest areas.
Moreover, the legislation maintains the option for voter registration at the BMV, contingent upon the applicant providing proof of U.S. citizenship, which remains a prerequisite for voting in Ohio.
Funding for the budget derives from Ohio's Motor Fuel Tax (MFT), commonly referred to as the gas tax. Notably, the 2026-27 transportation budget implements no increases to these taxes, preserving the financial stability of Ohio residents.
