State Representative Justin Pizzulli (R-Scioto County) announced the approval of the conference committee report for Am. Sub. House Bill 96 by the Ohio House of Representatives. This state operating budget outlines funding for state programs and operations over the next two years, focusing on protecting freedom, family, and fiscal responsibility without increasing taxes for Ohioans.
“This fiscally responsible budget ensures no tax increases, protects rural schools with fair school funding, and spurs economic opportunity in the greater Appalachian Region,” said Pizzulli.
The budget includes several measures championed by Pizzulli:
- Strengthening financial literacy requirements through student-run credit unions to help young Ohioans manage their finances.
- Establishing the Ibogaine Treatment Study Committee to evaluate ibogaine use for treating substance use disorders and veterans with post-traumatic stress disorder, depression, and mild traumatic brain injuries.
- Prohibiting licensing of halfway houses or similar facilities within 500 feet of schools or childcare centers.
- Investing $12 million annually in Shawnee State University and additional funds for educational programs in Appalachia.
- Creating a process to officially recognize retired EMTs, firefighters, paramedics, first responders, and inspectors.
“I am committed to making sure young people can stay and thrive here,” said Pizzulli. “I want the 90th House District to be the best and safest place to live, work, raise a family, and open a business.”
House Bill 96 was signed by Ohio Governor Mike DeWine on June 30, 2025.
